SUBJECT: INSPECTION PROGRAM REVIEW 

The Department of Motor Vehicles (DMV) is conducting a comprehensive review of all facets of New York’s Vehicle Inspection Program. 
To better inform this review, DMV is asking industry stakeholders for preliminary feedback on one aspect of the program: pass/fail criteria for safety inspections. 
Additional changes will be coming via DMV’s complete review of all inspection-related regulations (including, but not limited to, emissions waiver qualifications, certified inspector qualifications, fees, duties of inspection station licensees, and inspection procedure). These changes will be proposed in a formal rulemaking which will allow for industry and public comment. 
However, DMV is seeking additional feedback on this particular aspect of the inspection program from certified inspectors, inspection stations, and other stakeholders prior to any formal rulemaking.
